TITLE Cloud Security in Healthcare Systems: Protecting Patient Data, Ensuring HIPAA and GDPR Compliance, and Mitigating Risks in Cloud-Based Electronic Health Records and Telemedicine Platforms
ABSTRACT The rapid adoption of cloud computing in healthcare has transformed the management of electronic health records (EHRs) and telemedicine platforms, yet it introduces significant security vulnerabilities that threaten patient data privacy and regulatory compliance. This study examines cloud security frameworks in healthcare systems, focusing on HIPAA and GDPR compliance, risk mitigation strategies, and the protection of sensitive patient information in cloud-based environments. Utilizing a mixed-methods approach, including quantitative analysis of breach incident data from 2015–2018 and qualitative evaluation of compliance frameworks, the research analyzes 1,200 cloud-related healthcare incidents reported to the U.S. Department of Health and Human Services (HHS) and the European Data Protection Board (EDPB). Findings reveal that 68% of breaches originated from misconfigured cloud storage, with non-compliance in encryption and access controls contributing to 82% of GDPR violations. The study proposes a multi-layered security model integrating zero-trust architecture, end-to-end encryption, and automated compliance auditing. Results underscore the need for continuous monitoring and regulatory alignment to reduce breach risks by up to 74%. This work contributes to healthcare informatics by bridging technical security gaps and policy enforcement in cloud ecosystems.
